I think we should send a despatch (draft attached) to H.M.'s Minister in Peking and ask them to give instructions that the land be not disposed of until there has been time to consider these proposals.
We should also send a copy of the despatch to H.M.'s Minister in Peking and add that the Lord Lansdowne will probably observe that it is of great importance that the British Consulate at Shanghai should at some future date be provided with a suitable site.
The Consul has recently submitted proposals...
